What this is
The document every other document answers to. It sets out the principles, definitions, legal context, roles and minimum standards for the whole framework — including the three-tier safeguarding lead model and how concerns are classified as Minor, Moderate or Major.
When to use it
Use it when you need the reasoning behind a rule, or when you are adapting the toolkit to your own governance. Read by senior management, safeguarding leads and board members. It is not the document you hand to a new volunteer.
